Remove the cushion and seat cover old. Cut the fabric using the cover of the old chair as a standard. Staple the tissue back to the pad using a stapler or heavy upholstery nail gun. The fabric should be pulled tightly to avoid creases.  Add decorative upholstery tacks, if desired. Finally, to reupholster dining chair, put the chair back newly reupholstered.
